ARA representatives met recently with Federal Trade Commission (FTC) Division of Marketing Practices attorneys to discuss concerns about a leading automaker’s ongoing “consumer awareness” campaign.  This meeting was the result of a letter submitted by ARA to the FTC Commissioner that challenged the propriety and lawfulness of disparaging press releases and online ads aimed at recycled original equipment (OE) parts and other replacement part options.

During the meeting ARA shared examples of the automaker’s current campaign that misleads consumers into believing that recycled OEM parts are “non-OE” parts and also insinuates that recycled parts are counterfeit.  The FTC attorneys were interested in reviewing the automakers’ marketing campaigns.

ARA will continue to monitor this and other related issues that would directly impact the automotive recycling industry.

CAR & Gold Seal Certification Programs

The professional automotive recycling industry places significant emphasis on the importance of certification. Two cornerstones of ARA are our Certified Automotive Recycler (CAR) and Gold Seal certification programs.

The CAR program—created in 1994—provides a set of standards for general business practices as well as environmental and safety issues and offers guidance for member facilities seeking to adhere to those standards.  For more information on CAR, please visit the CAR page available on the left-hand sidebar menu.

The ARA Scholarship Foundation is a non-profit organization whose purpose is to promote education through the awarding of scholarships annually to students on the basis of academic achievement. The Automotive Recyclers Association maintains the Scholarship Foundation for the benefit of members and the professional automotive recycling industry.

WHO IS ELIGIBLE?

Requirements for first-time applicants:

1. Be enrolled as a high school senior, and/or plan to continue or pursue a full-time post high school program in a college, university, or school providing trade, business or technical programs.
2. First-time applicants must have achieved at least a 3.0 grade point average, or the equivalent, in their previous educational program. Renewal applicants must have achieved at least a 2.75 grade point average, or the equivalent, in their previous educational program.
3. A parent must be a current employee of a Licensed Direct/Branch Recycler Member of ARA with a hire date at least one year prior to March 15 of the application year.

For over 20 years, the CAR Program has provided professional automotive recyclers with a set of standards for general business practices, environmental and safety issues. The program is one of the cornerstones of ARA and industry partners recognize CAR members as market leaders, driving business to those facilities that value quality and safety enough to incorporate the CAR standards into their business.

“I became a CAR member to better market my company as an environmental leader in the industry,” says Dalbert Livingstone of Island Auto Supply in Prince Edward Island.

Why Use Recycled Parts

The professional automotive recycling industry has long been an advocate for consumer choice and a competitive automotive parts market. Each day over 500,000 recycled OEM parts are sold directly to vehicle owners, repair shops and automobile dealers. Using recycled OEM parts for your vehicle repair is perhaps the purest form of recycling. Recycled parts will significantly reduce your vehicle repair costs without sacrificing quality.  Choose Recycled Parts!

Value

The genuine recycled, original equipment manufactured (OEM) automotive parts sold by ARA member facilities play a critical economic role in the market, providing consumers with a choice for their vehicle repair needs. Without the existence of recycled OEM parts, many times there would be no alternative part options to an expensive “new” part.

Most insurance policies allow for the utilization of recycled parts in vehicle repairs, and know that recycled OEM parts offer quality, safe parts at a fraction of the cost of new OEM parts. Due to the complexity of the today’s motor vehicle, for a consumer driving a 7 year old vehicle that is involved in an accident, that vehicle will be declared a Total Loss 75 percent of the time. Utilizing recycled OEM parts helps extend the lives of many vehicles that would be prematurely taken off the road.

In addition to insurance and collision repair industry recognition of the value of OEM recycled parts, state court actions also have ruled on this issue. In 2015, the West Virginia Supreme Court of Appeals affirmed the use of salvage/recycled OEM crash parts in vehicle repairs, found that recycled parts are diametrically different from aftermarket parts and applauded automotive insurers for using measures to reduce premium costs for their customers.

Quality

Professional automotive recycling operations have robust product assurance and quality control procedures in place to identify parts that do not meet industry accepted standards. These operational safeguards distinguish the parts sold by ARA member businesses from those sold by what are commonly referred to as “junkyards.”

Parts sold by professional automotive recycling facilities are recycled, genuine, original OEM parts that meet OEM requirements. They are OEM parts, designed by the OEM, and built to meet the OEM requirements for fit, finish, durability, reliability and safety.

The automotive recycling industry has become increasingly sophisticated in methods of processing, inspecting, evaluating and analyzing OEM parts harvested from salvage vehicles. At a typical professional automotive recycling facility, these processes may include a review of the vehicle’s build codes, capturing images of the vehicle and its component parts to track the vehicle part record, verification of interior colors, conditions and option lines (seats, dash board, door parts), assessing the extent and type of any damage, and checking the vehicle identification number. A inspection of parts or assemblies may take place after the disassembly process has taken place.  These practices described are industry practices of well-run professional automotive recycling businesses.

Environmental

Using recycled OEM auto parts for your vehicle repair is the ultimate environmental choice. Automobiles are among the most recycled commodities in today’s marketplace and the reutilization of quality OEM parts provide preserves natural resources, reduces the demand for scarce landfill space, and plays an important role in reducing air and water pollution.

Approximately 86 percent of a vehicle’s material content is recycled, reused or used for energy recovery. Using recycled scrap iron and steel reduces the use of new iron ore. Every ton of new steel made from scrap steel conserves:

• 2,500 lbs. of iron ore
• 1,400 lbs. of coal
• 120 lbs. of limestone

In addition to conserving natural resources, automotive recycling plays an important role in reducing air and water pollution, and solid waste generation. Each year the industry collects and reuses or recycles an estimated:

• 8 million gallons of gasoline and diesel fuel
• 24 million gallons of motor oil
• 8 million gallons of engine coolant
• 5 million gallons of windshield washer fluid
• 96% of all lead acid batteries

Additional energy and resource conservation is realized by recycling rebuildable “core” parts to the automotive parts rebuilding industry.

Affiliate Chapter: Any association of at least 10 individuals, firms, partnerships or corporations engaged in the business of selling or dismantling and salvaging of recycled motor vehicle parts. (Voting; one vote per group. Group benefits to a central office.)

Associate: Any individual firm, partnership, or corporation engaged in the business of selling new motor vehicle parts, manufacturers of equipment, supplies or services to the recycled automotive parts industry. (Non-voting)

Branch: Any firm, partnership or corporation engaged in the business of selling or dismantling and salvaging of recycled motor vehicle parts which is owned by the same individuals(s), firm, partnership or corporation as the current and direct Automotive Recyclers Association member in good standing. The largest operation must pay full membership dues (based on the number of employees) in order for the branch(s) to be eligible. (Non-voting)

Central Office: Any business entity having a central office or control facility which is not principally engaged in the business of dismantling and/or salvaging recycled automotive parts, but which entity owns, franchises, or otherwise controls a group of separate business locations which are directly engaged in the business of dismantling and/or salvaging recycled automotive parts.   (Voting; one vote per central office.)

Direct Membership: Any individual, firm, partnership or corporation engaged in the legal business of purchasing motor vehicles for the purpose of automobile recycling which includes dismantling such vehicles for the purpose of recycling, salvaging and sale of parts from motor vehicles as a significant or material part of the entity’s business. The automotive recycling industry – with $32 billion in sales annually – plays a necessary and crucial role in the efficient, ecological disposal of inoperable motor vehicles. Although sometimes known as auto salvage dealers, professional automotive recyclers deal strictly in the recycling of motor vehicles – i.e., domestic and foreign automobiles, light and heavy-duty trucks, buses and motorcycles..

Tour a Modern Automotive Recycling Facility

From the earliest days of motorized travel, automotive recyclers have been leaders. These entrepreneurs developed a disassembly process for salvaged automobiles in order to reclaim reusable parts and components, and, thus, established an efficient automotive recycling system. For more than 75 years, automotive recyclers have been providing local employment, consumer service, and environmental conservation, worldwide.

Automotive recycling serves a vital role in preserving natural resources and reducing the demand for scarce landfill space. For example, each year approximately 95 percent of vehicles retired from use are processed for recycling. The recycling of these vehicles saves an estimated 85 million barrels of oil that would have been used in the manufacturing of new or replacement parts. Automotive recyclers must abide by stringent local and national regulations on dealing with waste generated by salvaged automobiles. Many individual automotive recyclers have also instituted their own unique programs to further reduce the potential effects of harmful materials to their businesses and communities.

Automotive recycling has evolved into a sophisticated market and technology-driven industry that constantly changes to keep abreast of innovations in automotive technology and manufacturing techniques. Rather than merely crushing wrecked, abandoned, and mechanically disabled motor vehicles, today’s modern recycling facilities have a definitive operational scheme that maximizes the vehicle’s true market value, all the while providing an economic and environmental benefit to the community.

In a typical modern recycling business, inoperative motor vehicles are brought into a facility where the hazardous and recyclable fluids are properly drained. Undamaged parts are then dismantled from the vehicle, cleaned, tested, inventoried, and stored in a warehouse until sold. The remaining vehicle hulk is then prepared for scrapping.

Automotive recyclers are a valuable source for economical and often hard to find used motor vehicle replacement parts. Professional auto recyclers use computer and satellite communication systems that enable for direct inventory assessment as well as locate parts across town or across the continent, by simply entering the appropriate data into their computer system. The United States professional automotive recycling industry is a vibrant and thriving part of the automotive supply chain, representing over $32 billion in sales annually. Automotive recycling businesses employ over 140,000 people at more than 9,000 locations around the country.

The primary goals of the automotive recycling industry are to harvest automobile components for reuse and to recycling the remaining valuable materials that can be used in the manufacture of new basic materials such as steel, aluminum, plastic, copper and brass.
Professional automotive recycling facilities play an important role in the economic marketplace, providing a counter-weight to expensive new replacement parts and ensuring competition in the replacement parts market. Each day automotive recyclers supply over 5,000 quality, recycled original equipment manufacturer (OEM) motor vehicle replacement parts to consumers around the world.

The genuine recycled, original equipment manufactured (OEM) automotive parts sold by ARA member facilities play a critical economic role in the market, providing consumers with a choice for their vehicle repair needs. Without the existence of recycled OEM parts, many times there would be no alternative part options to an expensive “new” part.

Most insurance policies allow for the utilization of recycled parts in vehicle repairs, and know that recycled OEM parts offer quality, safe parts at a fraction of the cost of new OEM parts. Due to the complexity of the today’s motor vehicle, for a consumer driving a 7 year old vehicle that is involved in an accident, that vehicle will be declared a Total Loss 75 percent of the time. In addition to insurance and collision repair industry recognition of the value of OEM recycled parts, state court actions also have ruled on this issue. In 2015, the West Virginia Supreme Court of Appeals affirmed the use of salvage/recycled OEM crash parts in vehicle repairs, found that recycled parts are diametrically different from aftermarket parts and applauded automotive insurers for using measures to reduce premium costs for their customers.

Professional automotive recycling operations have robust product assurance and quality control procedures in place to identify parts that do not meet industry accepted standards. These operational safeguards distinguish the parts sold by ARA member businesses from those sold by what are commonly referred to as “junkyards.”

Parts sold by professional automotive recycling facilities are recycled, genuine, original OEM parts that meet OEM requirements. They are OEM parts, designed by the OEM, and built to meet the OEM requirements for fit, finish, durability, reliability and safety.

The automotive recycling industry has become increasingly sophisticated in methods of processing, inspecting, evaluating and analyzing OEM parts harvested from salvage vehicles. At a typical professional automotive recycling facility, these processes may include a review of the vehicle’s build codes, capturing images of the vehicle and its component parts to track the vehicle part record, verification of interior colors, conditions and option lines (seats, dash board, door parts), assessing the extent and type of any damage, and checking the vehicle identification number. Additional inspection of parts or assemblies may take place after the disassembly process has taken place. These practices described are industry practices of well-run professional automotive recycling businesses.

Environmental

Using recycled OEM auto parts for your vehicle repair is the ultimate environmental choice. Automobiles are among the most recycled commodities in today’s marketplace and the reutilization of quality OEM parts provide preserves natural resources, reduces the demand for scarce landfill space, and plays an important role in reducing air and water pollution.

Approximately 86 percent of a vehicle’s material content is recycled, reused or used for energy recovery. Using recycled scrap iron and steel reduces the use of new iron ore. Every ton of new steel made from scrap steel conserves:

• 2,500 lbs. of iron ore
• 1,400 lbs. of coal
• 120 lbs. of limestone

In addition to conserving natural resources, automotive recycling plays an important role in reducing air and water pollution, and solid waste generation. Each year the industry collects and reuses or recycles an estimated:

• 100.8 million gallons of gasoline and diesel fuel
• 24 million gallons of motor oil
• 8 million gallons of engine coolant
• 4.5 million gallons of windshield washer fluid
• 96% of all lead acid batteries

Additional energy and resource conservation is realized by recycling rebuildable “core” parts to the automotive parts rebuilding industry.

The Automotive Recyclers Association (ARA) is the voice of the professional automotive recycling industry. Founded in 1943, ARA represents an industry dedicated to the efficient removal and reuse of automotive parts, and the safe disposal of inoperable motor vehicles.

ARA’s mission is to advance the automotive recycling industry and promote its beneficial effects on society.  ARA aims to further the automotive recycling industry and ARA member businesses through services and programs to increase public awareness of the industry’s role in conserving the future through automotive recycling and to build awareness of the industry’s value as a high quality, low cost alternative for the automotive consumer.  ARA provides safety, educational, advocacy, networking, business, market intelligence and technical resources to serve the collective interests of our members.

Educational Foundation

The ARA Educational Foundation is a non-profit 501 (c)(3) organization whose purpose is to provide high quality training and education to the professional automotive recycling industry. The Foundation researches, collects, and develops training materials that are designed not only for the upcoming workforce, but also to keep automotive recyclers educated in the most current technology and informed of improved methods of better business practices.  In 2006 the ARA Education Foundation established the ARA University to meet the need for training that would help automotive recyclers succeed.  For more information on the ARA University, please click on the Programs tab or visit the eLearning Center at ARAUniversity.org
